Paul Champsaur was born in January 1944 and is a former student
of the Ecole Polytechnique. He graduated from the Ecole Nationale
de la Statistique et de l'Administration (ENSAE) and is General
Inspector of the INSEE.
He began his career in 1981 as scientific director at the Centre
for Operational Research and Econometrics at the Université
de Louvain, in Belgium. Appointed assistant director of ENSAE in
1983, he next joined the forecast division at the Ministry of Economy
and Finance where he occupied the positions of assistant director
of external relations (1984-1986), assistant director of sector
studies (1988-1990), assistant director of macro-economic and financial
reviews (1988-1990), then assistant director of that division in
November 1990.
In October 1992, Paul Champsaur was appointed chief executive officer
of the Institut National de la Statistique et des Etudes Economiques
(INSEE). Since 1995, he is also member of the Economic Analysis
Council.
By a decree of the President of the Republic dated 3 January 2003
and published in the Journal Officiel, Paul Champsaur is appointed
chairman of the Autorité de Régulation des Télécommunications
(ART). He replaces Jean-Michel Hubert whose six-year mandate ended
on 3 January 2003.
