Our teams of economists and engineers have established their reputation and independence through the hundreds of research and consulting assignments commissioned each year by leading industry players and public authorities.
Our Development Unit is seeking to strengthen its local authority advisory team.
We are therefore looking for an experienced regional digital development specialist to:
- Carry out operational consulting and project management assistance assignments in the area of digital regional development. These are assignments contracted by public authorities (primarily in France but overseas as well), and by the various stakeholders likely to be involved in these projects: regulators (ARCEP in particular), telcos, public initiative network managers, the networks’ financial stakeholders (CDC, infrastructure funds…), etc.
- Bring their expertise and knowledge of technologies and of the technical-economic models employed in drafting blueprints for public initiative networks (systems, technical, economic, legal and financial analyses).
- Strengthen and develop partnerships with other players involved in digital regional development, and particularly with legal and public accounting firms.
- When needed, provide support to the other Development Unit consultants who specialise in digital services and usage, and smart cities.
- Develop a client portfolio and a revenue stream tied directly to the above-mentioned areas of specialisation, and contribute actively to strengthening IDATE’s presence and reputation in consulting assignments on behalf of regional stakeholders.
After having obtained a degree in telecoms engineering or its equivalent, you have a minimum five years of significant experience in the area of digital regional development, and more generally in assisting local authorities.
You have strong analytical and consulting skills, solid references in the area of digital regional development, particularly as part of project management consulting on broadband and superfast broadband public initiative network rollouts. You have a very good understanding of how local authorities work, an impeccable facility in communicating with and instructing elected officials and local authority personnel, as well as the ability to tackle the legal and financial issues attached to the projects at hand.
From a more general perspective, you are eager to develop a high level of sector-specific expertise as part of a team devoted to the different facets of advising local authorities. You guarantee an independent point of view; ensuring an ongoing trust with the project manager.
The position requires perfect fluency in both French and English, and frequent travel in France and abroad. The salary will be commensurate with potential and experience.
